Overview
The AGCO licences and regulates manufacturers who make wine, beer and spirits in Ontario. We play the same role for their agents and agents of foreign manufacturers.
Eligibility
To represent a manufacturer, you must hold a valid Smart Serve® certificate. You must have completed your Smart Serve® training by your first day of work.

Step 1: Prepare your application
To apply for a licence to represent a manufacturer, be prepared to submit these documents:
- Disclosures:
- Entity disclosures for anyone or any business that holds 10% or more of the outstanding shares or a class of shares
- Personal disclosures from sole proprietors, officers/directors, partners, and any shareholder holding 10% or more of the outstanding shares or a class of shares (where applicable)
- Tax compliance verification number and attestation, which you can check through the Ministry of Finance’s Tax Compliance Verification portal (see information bulletin: new tax compliance verification requirements for liquor licensees come into effect July 1, 2023, for details
- Copy of business name registration, which you may have to register under the Business Names Act
- Letter(s) on the alcohol manufacturer’s letterhead saying that it has appointed you as its representative
Step 2: Apply online
To represent a manufacturer, create an account on the iAGCO portal . Once you’ve set up your iAGCO account, you can apply for your licence.
Step 3: Wait for a decision
Once you’ve submitted your application, the AGCO will review your application. The AGCO may ask you for more information if we need to.
Know your responsibilities
As a licensee, you are responsible for meeting all Interim Registrar’s Standards that apply to your licence, all applicable laws and regulations, and any Terms and Conditions that may be applied to your licence.
